In Argentina, for example, the Free Path Foundation (Fundación Vía Libre), http://www.vialibre.org.ar/ posted a draft of a bill proposing federal government use of free software on the Internet, founder Federico Heinz said.

"People from around the country and even other counties such as France, Spain and the United States participated, criticizing and improving the text of the bill, essentially re-writing the bill using the same method used to write free software: open discussion, spontaneous collaboration, taking advantage of the collective intelligence," Heinz said. The revised document has served as the basis for the Peruvian bill.
