That the source code of the system is available for peer review and the right to use and extend it cannot be removed from users is a necessary (but not sufficient) condition for the business stability of General Medical Practices and other organisations.


This is work in progress and derives from the presentation at the initial OSHCA meeting in Summer 2000 in Rome, and the briefing to the NHSIA in October and keynote seminar in Belfast also in October.
